There is no such eligibility of education while considering IELTS for applicants by the IDP.
There is no maximum limit set by the IDP for taking the IELTS exam.

How IELTS Test is Scored?
All the IELTS scores are reported on a scale of 0-9. Although every university has its own eligible IELTS score for students, most universities prefer band score above 6. The test takers get the score for each module(Listening, Reading, Writing and Speaking) called Raw score along with the overall score which is an average of all the “raw scores”.
